So she doesn't know whether her son is too young and inexperienced for the 4+ scooter and he will get used to the scooter with one wheel on the back instead of two.
Some facts prove this worry is unnecessary. A 4 years old child was given a Razor-style scooter. It was amazed to find 3.5 yo girl could ride it. So she can receive a Razor scooter (2 wheels) and her 2yo brother received a 3-wheel scooter. Another example, a boy got Razer style ones last year (he was 3.3) for Christmas and was excellent at riding it within days - no real accidents or anything. They do say for ages 5+ but the height is adjustable.
As a result, the razor's box says 5+, yet should be fine for a coordinated 4 yo!
